The explosion of juveniles committing serious crimes is testimony to this failure as in Cook County they know they can get away stuff because of juvenile sentencing guidelines. It encourages the nefarious concept of a career in crime for many disenfranchised in THE HOODS. Chicago is grappling with that very issue as Mayoral election slated for 2/28 Next: What little we chose to see of Rihanna Super Bowl halftime show before switching channels we thought SUCKED so we get the complaints.
